programming instrument cluster for ve

Hey guys, can you program a brand new instrument cluster for my ve? its a ve hsv e3 cluster.
And whats the cost?

Hmmm, sorry Mate - I'm not able to program VE instruments at this stage.

I need updates for my "scan tool" (the diagnostic computer I plug in to do this kind of stuff), and with the update service subscription costing over $700 per year combined with a serious slow-down in business, I can't afford that at the moment.... (as it is that friggin' thing owes me 5 grand!)
