Ah, yes - the window switch lighting, and the "other" stuff, are on a separate circuit. The window switches only light when they're active.
Try this - unlock your doors, then look at the window switches. They'll be lit, and you'll be able to wind the windows down or up. Wait for a short while without doing anything with the ignition (about a minute or so) - you'll maybe hear a relay click, and the window switch lights will go out. At that time, you'll not be able to control the windows either. Hit the button on the key again, and they reactivate.
If you turn on the ignition, this is then bypassed until to then turn OFF the ingnition AND open the driver's door. The switches remain active and illuminated until this happens.
But all this happens completely independently of the parker/headlight condition.
