I got 2 12" subs running of a 1200 watt pioneer monoblock where the long range tank goes currently looking into putting a 15" rockford fosgate sub into a alpine PDX-1.1000 Monoblock in there??

I would look into upgrading your amp to a higher powered monoblock.....something with 1000wrms plus. Then upgrade your power wiring and earth wiring at the battery / amp. Just keep the current subs and see how they go with more power. If youre still not happy i'd upgrade them, i wouldnt bother changing to a 15", 2 x 12s with enough power will be louder than 1 x 15 in general.
So, 1000-1500wrms monoblock and some 0AWG power cabling. Get an extra 2m of 0AWG to upgrade the earths and see how that goes, if you could provide me with model numbers of the subs i can suggest a few amplifiers that will do the job. Alpine's PDX amp is a top notch unit, but you definately pay for it. You can easily get a heap more power for less money with alternative brands.
