Do you mean the metal or carpeted plastic?
If you mean metal it should just pop out...
And with the carpet I grabbed a stanley knife and
Run over the grooved outline a couple of time to weaken it
The stabbed some old tin snips through and cut it...
    Dunno if that helps mate?
But I found the if you stick to the groove already in place it should
    Be easier then cutting elsewhere

That's where I cut last time n the speaker grills wouldn't fit, yeah I forgot to mention I'm doing the carpet not the metal piece

I cut mine out just inside the grooved line . Then you have to cut out little nicks for the tabs on the grilles to fit so you can bend them over to keep them in place.

If you cut the shelf to the mounting diameter of the speaker, you'll probably find that you won't be able to screw the speaker to the parcel shelf enough to properly secure it because you won't have enough surface area.

Just use some spacers so that you don't have to cut anything. I'd probably use a set of angled spacers so you can position them a little better.

Grab ya grill and trace around it on the carpet...
That should give you a rough idea of what you need to cut...
And if you are using the grills you get from audio shops..
DNA I think they are...leave tabs like dayvo said...
If youre worried about them not fitting cut a little bit
    Out at a time
