bumper rattle

hey fellas, in an attempt to fix the boot rattle in my car, i actually found that it was the rear bumper that causes about 90% of the rattle! any ideas on how to fix this, maybe take it to a panel beater?

deadening sheets/paint and or closed cell foam, less messy than silicon.
