Is your car manual? If it is then there is a grommet on the passenger side for the ecu....depending on the size of the power cable. If its auto then there is a rubber grommet near the brake booster which can be used.....

    Hope this helps.....

the rbake booster is the big cylinder sort of thing on the drivers side which is connected to the brake master cylinder.
do a search for the VS amp install thread i made, at the bottomw of it is how i did the install in my VS which i imagine would be very similar of not the same as a VP

    Default Power Cable Vp

Gromet under the brake booster, run the cable from the battery thru the gromet, out under the side kick panels or carpet, don't run power cable along with audio cable you will get radio inteference....

Attached is a pick of a vp commodore brake booster care of www.ebay.com.au

not a problem , make sure you connect ur power fuse end to the battery last... & make sure it is tight.

as for leaving the fuse out, i just dont connect the power cable untilt eh very end, but its just the same as leaving the fuse out, more a case of personla preference, because i know to get the fuse out in my car is a PITA.
