hey i currenty have 18" light gold rims.
they actually have some small black specs on the back tyres, some of the sepcs come off with scratching, but some dont.
is there anything that anyone can recomend to strip black (looks like hard-set oil) off the rims?

You say the specs are on the back tyres? Are they on the rubber or the metal rim?

I would try Autoglym Intensive Tar Remover:
Car Care Products / Autoglym / Exterior / Surface Prep / Intensive Tar Remover
Simply wipe it on with a soft cloth and it should wipe away the tar spots.

You can also clay bar the metal rim to remove bonded contaminants but a tar remover would be my first step.
