Neat kerosene works well. Once you have wiped or cleaned the area with the kerosene, I would then give the car a wash.

A claybar can remove tar completely, but you are best off removing as much as possible with something like Intensive Tar Remover first before getting your claybar very dirty

Treat the spots with WD40 (may need to be applied a couple of times) wipe off with a clean soft cloth.
Wash the car, then do a clay bar treatment, then wax.

i found diesel works like a charm makes all soft and comes off with ease, use at work on truck rims before the drivers polish them up wipe it all down with diesel let it sit for abit and comes off jst as easy as it got there.
If it weren't for my lawyer, I'd still be in prison. It went a lot faster with two people digging
