Best way to clean paint

My car has alot of tar spots and a few tiny mark on it as it hasn't been polished in so time. I was woundering what's the best way to go about it? Should I use some thing like a clay bar then a paint cleaner then a wax?

wax an grease remover mate dissolves tar nicely!!!!!!

if your talking about little marks like denip marks that havnt been polished out properly then the only way to fix that is with another proper cut with a buff, trying to do it by hand will make it look worse
