AC or DC? as in alternating current or direct current? You've only got DC in a car, unless you're using an inverter, which I don't know why you would bother using a DC-AC inverter in a car for the headlights..

But just stick to the old adage, you get what you pay for.
Personally I haven't got HID's yet, but when I do, I'm going to get a cheap set from hong kong.. See how they go, and if I get into much trouble. If I continually get pulled over, then I can take them out, don't lose much money on them, or if they blow and I haven't had any attention from police, then I might get a better kit.. That's just my thinking anyways..
