problem with VL headlights

hi guys. i have a problem with my vl. the parkers work fine, the high beams work fine but the low beams dont come on. the suply realay kicks in but the headlamp realay doesnt.

when i switch the low beams on there is 12 volts at the realay coil but no ground.

i tried just grounding out the ground side of the realay coil for low beams but then the high beams wouldnt turn off, so i guess they are tied in together some how.

ive tried changing the realays around too. and fuses are fine too.

could it be a stuffed switch? im totally lost.

all sorted! the guy who had the car before me replaced all the relays and replaced all of them with single pole relays but the headlights need a two pole relay.

i dont know why ppl stuff around with **** when they have no idea what they r doing.

how to tell difference between 1 2 pole replays which relay also was it h j k l i have borsh 0332014451
