Replacing VS statesman heater fan

My heater fan on my VS statesman has **** itself and now needs to be replaced. Holden and even my mechanic keep on telling that it's a big and expensive job to replace the fan, because they say the dash needs to come out.

Is this true?
Or can I replace the damn heater fan without having to take out the whole dash

According to my workshop manual the dash does need to come out.
