vt wagon number plate lights- no voltage

hey all,

im wondering if someone can point me in the right direction. i recently got knocked back on pink slip because rear number plate lights are not working on my vt wagon.
iv tested the bulbs which are fine.
both light sockets and active cables have no voltage when park lights or head lights are on.
all the other rear lights work fine.
all fuses are fine..

having trouble finding info, any suggestions appreciated

broken wiring in tailgate harness where it goes between tailgate and body.

you'll need to pull it out, and repair.
