VR disable VATS please help

VR's coming along, building for speedway. have left key on for 45mins immob light goes out, car winds over, no fuel connected yet im assuming it should start.
but when i turn it off the immob light comes back on!!!
i need to find someone to disable the VATS off my memcal.....please

its ok guys, have sorted the memcal, got one off eBay....
