HELP only 0.03 volts to low beam on my vp calais

HELP
my VP calais international has a gremlin
it showed its head at 5am when I was trying to leave for work
when I turn on the headlights the low beem is so week you cant see it & its bloody dangerous
The high beam gets a full 12 volts
But the low is only getting 0.03 volts max
Ive changed the relay & fuses but still no good
Ive checked all the wires to the relay & from the relay to the lights & none are burnt or broken
ANY IDEAS GUYS & GALS
HELP PLEASE

What volts are you getting at the each side of the fuse?
What volts are you getting from the relay?

Check the ground.

Measure resistance on ground lead to negative terminal of the battery. Should be <1ohm

update
12volts in & out of 15 amp fuse
12volts into relay but nothing coming out
The large green 40amp fuse seems to have 12v power on both sides even when i remove the fuse. Is that right?
Checked ohms from battery to earth point & its only 1ohm
Ive swapped out the relay & that didnt help
Ive got 12v at parkers but nothing at lowbeams
Highbeam are fine & driving lights are fine both have 12volts
The relay under the dash clicks when you turn the switch but the relay under bonnet dosent,, could it be the switch or switching wire to relay???
Thanks for your help guys
Id really like to drive at night

Going by my gergory's manual, the headlamp switch is also connected to fuse no.1 and fuse no. 16 but I'm assuming that your instrument lights and parking lights work.
I'd be looking at your high beam switch side of the headlight switch.

Also check the connections under steering wheel, where they join the switch, they may be coming loose.

Just checked my VP, you should have power at 87 and at 86 (on the relay) 87 and 30 are the high amp side for the lights, the other two are for the low amp side which switches the relay on and off.
The relay should have the diagram printed on the side which shows the circuit for the relay. If it doesn't check another relay for the diagram.
You could try bridging 87 and 30 and see if your low beams come on.

Update
Ive found that bridging the power from the parker to the power on the headlight plug I have lowbeam & they turn on & off with th switch
I sure this is not a good full time solution but if you get stuck it will get you home

Yes the instuments lights & parkers are working & Ive checked every fuse & none are blowen
I found when I bridge the wires as Ive said above the highbeams only work when I pull the stalk back not when pushing forward
So I think The Gray Man you could be on the right track with the highbeam stalk playing up
But if the highbeams are on the blinker stalk & lowbeams are on the righthand side of the dash whats the commen conection??

Both low and high beam should be on the blinker stalk, low beam is stalk towards you and high beam is away from you. To flash high beam you pull the stalk towards and let go and it will turn off.

Im not to sure about that
My VP calais inter is just like my last vp calais {RIP. stolen & burnt by little barsteds}
lowbeam switch on right hand side of the dash on the facia & high beams on the blinker stalk,,, pull stalk back to flash highbeam & push stalk forward{where it stays untill moved back} to make highbeams stay on

I remeber the VC B H K & L's Ive had did have the main lightswitch on the stalk
But not on a VP
