High beam issues

I'm having problems with my high beam. My high beams turn on when I turn on my fog lights and my headlights or park lights are on. Any one come across this before? Any solutions?

Change the fog lamp relay, it might be faulty.
After checking the wiring diagram, the fog lights are earth switched from the fog light relay.
If a positive voltage is some how running through the earth wire from the relay to the fog lights, it may activate the high beams.
