There is now a remote flash box available for reprogramming various VE and VF modules and options.

if I stick a new cluster in will it program it and change kms to what's on the current one

Unfortunately not that easy.
To get the cluster to match your vehicles original cluster odometer reading, you would need to send the cluster to me to be reconfigured.

The Flashbox can be made to program clusters, but the one thing it cant do is the odometer.
