Mate it would depend what state you live in if they are legal or not. As for fitting them with no holes, you can try glue or double sided tape but i wouldn't.....

Maybe a "U" clamp around the rear edge of the bonnet, could work.
If you have the round caps for it them (no sharp edges) i don't really see why it would be illegal, but i don't know vics laws.

I would think it's illegal "protruding out of the bonnet". It would be illegal to the wrong cop...

Rofl I reckon they look stupid sitting on the outside, makes you look like a turkey, but thats just my opinion. Have seen it done in QLD but that doesnt mean its legal here.

I swear i was on the vicroads site the other day and there was a section regarding "external gauges"...

I wouldn't be mounting anything like with glue or DST...Maybe fabricate a bracket that's attached to the underside of the hood, and pokes towards the windscreen... Shows a small tab of metal poking out. Then fabricate another bracket to screw to that tab, that holds the gauges?
The reason for the second bracket is, you probably wouldn't be able to pop the hood with the gauges attached in that spot... So remove the second bracket, pop the hood, do what you have to, close, reattached gauges..
    Maybe? Just a thought.
