i'm pretty sure you can have them but you can't have them on when your driving because they supposedly are a distraction to other drivers. wouldn't bet money on it though
Legal if parked no matter what.
Illegal if driving no matter what.
They're called 'headlights' ha ha
No. I think you might be seeing the daytime running lights as fitted FROM FACTORY on the E2 HSV's.
When has 'being illegal' stopped anyone?
I'm sure green or purple lights under your car would increase the awesome.
You should paint your nails green and purple to match.
They're poop, don't do it.
cant flash, cant be blue or red.
I thought there only iligall in vic if the police colours

Check with insurance too.
When I enquired about neons with my Mazda they said that the insurance would be cancelled if they were installed and the insurance policy would be void if I had an accident as I hadn't told them about a 'performance modification.' I'm sure that would have been contestable in a court-o-law but I didn't feel the benefits were worth the risk.
In WA im pretty sure they are legal as long as you can't see the light source. But I personally would NOT do it to a commodore.
In WA you can have them so long as they are not blue or red, flashing and so long as you cannot see the light source.
In other words get ur green or purple neons, tuck them up under your car so you cannot see them at all unless you turn them on and then you can see the light.
but more importantly, why would you want to?
