Question for the LPG affictionados

Is the reducer supposed to positioned so that it is vertical with the gas line at the bottom? (even for an injected system)

Converter? Vapour line at the bottom? If so, yes, so as to keep the waxy/oily components that drop out of the fuel away from the converter diaphram. It's not absolutely vital though.
