What you can do depends on what that little piece of paper actually is.
More then likely what you actually have is a quote not an invoice.
Invoices are issued after the agreed work (or part there) of is completed.
Also depends on what type of quote it is, I work by fixed price quotes, which means not matter how shit the job turns out to be, I can generally only invoice for the amount on the original quote.
Unless the customer varies the job after the initial quote has been accepted, which in my case requires additional signed documentation stating the customer agrees to the variation and additional costs.
I would read the original quote and all its T&Cs carefully and see what leeway there is in terms of what he can do to your car to make it "as it was" before the keying.
As well as the above comments with going to fair trading, I would be seeking legal advice (more so just to confirm his and your obligations under the original quote, which is in fact a contract)
I would seek advice on drafting a letter of demand for costs of rectification of ANY work carried out that's not inline with the original quote, as well as ANY damage the car sustained whilst on his premises.
Although be prepared to prove that any damage he may of caused was not like that when he took possession of the car.
Hope fully you took some photos of the key damage before the repairs started?
