Surging Problem

Hi all my VS seems to have a surge problem ? When you drive down the road say at 100 Kls along the M1 in Brisbane and turn off my exit ramp the motor still does 100 Kls and then after say 30 seconds starts to slow down. It also does this on start up hot or cold it will fire then rev say at 2,500 then back off to approx 750 over a 30 to 45 second period. I have changed plugs, air filter leads and it has made no difference? Can someone please help ?

I know its common when the revs are higher when they are cold, but 2500 is very high.

My car idles at 1200 when cold and 800 when warm, when i frist got it, it was ideling at 2000+. I went over everything and couldnt find the problem, at the end i found out it was the cruise control was getting stuck.

maybe look at that.
