are they illegal? do they work?

Yeah seen them before. There's also a spray-on version which is supposed to change the reflectivity of the plates so when cameras flash them they don't turn out.

I remember reading something where they actually tested them and most of them didn't work well or at all.

On top of that, I'm fairly sure than anything obscuring your number plate will get you in trouble if the law finds out.

all correct, they dont work at all. When a picture is developed it goes through numerous procedures to display the number plate. In WA they have started using digital photos which are giving a poorer resolution to the photo than the old way...go figure
