TTF? (The Tyre Factory) pretty much any run of the mill joint will do it for you. Buy the springs yourself and get a mechanic to do it.

You won't find "the best" suspension place in Melbourne, as everyone thinks their own suspension place is "the best".

Just pick one of the ones listed, as these people think they do good work, so that's the best you can do

is this the place your talking about?
    The Suspension Centre

as HamaTime said, you got TTF in Braybrook near Kevin Dennis Holden

you could go to Central Auto, they do; tire, wheel, suspension, mechanical work. i always go there to buy spare parts, oil, coolent, electrical stuff. same brands as Supercheap/Autobarn but usually cheaper (around $3~$15), so there might be some deals.
central auto loc: Melbourne VIC - Google Maps

or if you wanna do some driving, you could go to Factory Direct Outlet Tyres Wheels
    http://www.fdo.com.au/
    prices there seem good

id say pedders, or the tyre professionals. they're both very reliable, although they like to keep your car ALL day lol.

Depends on what spring & shock combo you go with, i paid around the $700 mark for Boge turbo shortened shocks, pedders sport riders rear shocks & kings springs ssls for my vr & that inc labour & wheel alignment.
