shadow/ black out vs ute

hey all

i have seen a few imports around that are blacked out, black car on black rims dark tint etc..
at the moment i have a vs series 2 ute looking a bit worst for wear. clear coat all peeling few dents and stratches.
so i was thinking of giving the old girl a new look.
thinking a satin black or such paint and go from there.
now the questions.
1. at the moment i got stock wheels on it. i would love to get a set of ve supersports to put on it but heard that dont fit different hub size?? so would a set of HSV VY GTS 19'' fit? or could you recomend soemthing similar.
2. a general price to get the new wheels powdercoated black
3. what the darkest legal tint you can get in NSW?
and lastly 4. is there a legal way to tint the tail light/ headlights so they are almost black? more so taillights?
