Transfering Rego

Hi guys,
Haven't been able to get into Vic roads to ask this question so ill ask it here. Can you transfer a vehicle over to a family member without having to get a RWC? I just want to get my car transfered from my old mans name to mine for insurance reasons. I have been told you can but thought it wouldnt be possible. This is for VIC.

You don't need to have it in someone else's name to have it insured with them too.
