a friend has offered me 2x Brand New T3 T70 Turbo's for $800, is that a resonable price and are they a good turbo?

Check what brand they are have a look on eBay. You might be surprised.

you mean '2nd hand'?
if thats what you mean, brands are less important whilst condition of turbos are more important. for instance, a turbo thats had a hard life (that is worked hard and not had a good cool down before turning off) is only going to cause you dramas down the road because bearings/sleaves have been cooked. try and wobble the impeller shaft, if it wobbles too much is a good sign that turbo is worn.

also, anything else coming included in the price you've included? (like wastegate?)

I dont have any experience in the ones you are quoting. have you been able to see them in person? got any pics?

im thinking on a 304 but stroke it to 355 or 383 one day

Personally I would be very cautious buying turbos with no brand name on them.

yeah NAH them turbo's look pretty below average i proberly would not pay anything for them last thing you want is little fins inside your 355 or 383

ok, i'm thinking against them now cause of the input and i won't be allowed to drive turbo 383 for about 5 years..
