The Wastegate dumps excess exhaust gas back into the exhaust system. A screamer pipe dumps the same exhaust gas straight to atmosphere bypassing the exhaust system hence the noise and EPA issues.

a BOV is a totally different thing doing a totally different job .the wastegate controls boost pressure the BOV releases pressure in the intake when the throttle closes to save compressor damage in the turbo and to help keep the turbo spinning on gear changes.without one the turbo can actually spin backwards in a split second when you shut the throttle doing damage if left for a long time .can blow the fins off the wheel in a worst case scenario
