I had a similar problem with my VS commodore but it was the other way around, when i would pull up at the lights my car would overheat BUT my idle was also bad, although i've never put the air-con on as i gathered that it would just add strain to the engine and wouldn't help, turns out it was my heads Easiest way would be to check the codes and see if anything pops up.

have you bleed the cooling system correctly ? is your radiator blocked internally are the fins clean on the rad or blocked with leaves and shopping bags ? have you checked your fan relays and fuses power to them and ground points too ?

Could be a number of things, first thing i would replace is your Thermostat, if that's not it, then i would be having a look at your water pump as it could be on its last legs. Probably best off to get a mechanic to have a look at it. Is there any leaks anywhere that you can see, is it using water? Is the water Boiling or is the temperature gauge just showing its hot?
If it's not a Symptom its not relevant, and if its not relevant I don't care!

if the fan isn't coming on, then the problem is with the fan circuit. It's not going to be the thermostat...
as mentioned you need to find out why the fan isn't working. It could be a fuse, a relay a bad electrical connection

had the same thing happen to my VS, it even STALLED 3 times at the lights.

turned out to be a mix of black radiator fluid and something to do with engine mounts (got 2 new ones),

flushed out radiator fully and got new engine mounts (dont know if it needed to be done but didnt wanna risk it) and it was alot better, not perfect but alot better.

    hope it helps
