Handbrake lever won't sit flush

I picked up a VE Sportswagon from Gov't auction and the only thing wrong is that the handbrake lever won't sit flush when disengaged (sits slightly raised). Can anyone offer advice on how to fix this?

You could try loosening the handbrake, but i'm not sure if that'll fix it.
