Just bought a new car ???????????

My mate has just bought a VR SS and has noticed a gouge down near the windscreen wipers, very straight and horizontal. It hasnt been done by the windscreen wipers. Someone told him that this is what they did to mark cars when they were a repairable right off. He has bought the car in wa. Is there any triuth in this?
