I was thought that parkers had to be white... But then I was told that they can be green and other colours as-long as they are not blue and red is this true? Also I am in Vic

White only to the best of my knowledge. It's a standard required under Australian Design Rules so the regulation remains constant regardless of which state you are in.

The only other legal frontal light colour on the FRONT of a vehicle or forward facing along the sides is orange, as in truck clearance lights. (Not parkers)
The only vehicles that may have blue anywhere on a vehicle exterior are emergency vehicles. Even QAS must apply each year to have blue lights on their ambulances.
The only legal rear facing coloured lights on any vehicle is red, excluding license plate lights.
