Are you talking about trading the car in? If so, the lower mileage reading is illegal. You are prohibited in NSW from winding odometers back (which is the same thing as fitting an odometer with a lower reading). The odometer reading is recorded on RTA computers each year when the car is re-registered. If the new odometer reading is less than the last recorded reading, alarm bells go off at the RTA and they investigate and take legal action. Trading the car in with a dealer doesn't prevent this happening to you because the dealer records the reading when he takes the car off your hands. That protects him and implicates you as the person responsible for winding the reading back.
To make the change legal, you need to have the new odometer reading increased to the current odometer reading. Then you have no legal worries.
