I know that there is a process required to fit VE wheels on previous model cars, but does any modification need to be made to pre-VE wheels to fit them to a VE?
And is this possible?
Yes it's possible most mag wheels are to suit pre ve but to make them fit they have a concentric spacer ring on the hub spigot. You can buy them from your local tyre/wheel shop
yes VE alloys can be modified to fit earlier commodores. You get the centres machined out. should be able to do the same for the steel wheels
The projected costs for retrofitting VE rims are carefully designed to make it impractical for phuckwits to make a profit stealing them.

The cost of machining four wheels out is hardly impractical.
