I have heard for years the tale of people removing the cat, bashing out the ceramic , cutting the pipe at either end off, then inserting a new pipe through the cat and welding at each end. Makes it look like normal cat.
Does this happen and what sort of benefit would/could you get?
I know and have cleared a cat that was buggered before with no resulting power gain just none of that restricted cat noise, like it swallowed a fur ball.

Yeh I agree. I often thought "what would be the point". Less restricted, maybe, but if it get's noticed you are up for some hefty fines as you said.
Unless you have an engine that is creating some serious power there is no point in removing the cat.
There is absolutely no feasible reason to remove the cat. That money you spent on paying the EPA fine could have gone towards an engine upgrade which would give a much more significant power increase.
There really is no reason to remove the cat. If you think about HP Heroes at summernats each year, all the cars that can continually pull high numbers, they all have cats installed on their cars.
