yerp, i read it as well. how much does that suck for us in VIC,

For people who didnt read it, i got this for ya.

YOUNG drivers will spend an extra 18 months on training wheels and lose their hands-free mobiles under sweeping reforms to stop youth road carnage.
    Mum's call to protect passengers

The measures aimed at L and P-platers will save 12 young lives every year and prevent 800 crashes, according to the State Government.
Time spent on learner and probation plates will stretch from 3.5 to 5 years for some drivers and even longer for those who break the law.

    Reforms include:

A DOUBLING of the minimum L-plate period from six months to a year.

A NEW P1 and P2 two-stage probationary period lasting four years, up from three, and involving a minimum of 120 hours driver training.

ROAD offences instantly adding another six months to the probation period and sending P1 drivers back to the start of their 12-month training.

P-PLATERS nabbed with a blood alcohol reading to have breath interlocks fitted to their cars for at least six months.

EXTENDING the ban on mobile phones to hands-free phones for all P1 drivers.

LEARNERS will have to provide a log of 120 hours, signed off by parents or supervisors.

A TOUGHER driving test before drivers can obtain a full licence.

SUPERCHARGED and turbocharged cars and all hotted-up engines to join V8s on the forbidden list for P-platers.

The traditional red P plate will represent the P1 stage, with a white P on a green square for P2 drivers.

A P1 driver caught using a hands-free mobile will be slapped with three demerit points and a $140 fine.

Premier Steve Bracks said the reforms would save lives.

"This will save families from the devastation of losing a son or a daughter," he said.

But some teens were hostile to the changes.

Michael Brady, 19, of Macleod, labelled them ridiculous.

"I think people will be angry. Getting more time on probation in the first place is just stupid," he said.

"It should be harder to get your licence -- but once you've got it, you've got it and that's it.

"Targeting young drivers for no good reason is just crap and doesn't make it safer on the road for anyone."

But some road authorities were unhappy the changes did not go far enough, neglecting night driving curfews and bans on carrying more than one passenger.

The RACV praised the crackdown but was disappointed a ban on carrying more than one passenger was missing.

"We're not saying you can't carry grandma to the shops. The interesting thing is young people are telling us they want (passenger limits)," spokesman Dr Ken Ogden said.

The laws will be rolled out over the next two years.
Andd a pic for the lazy ones.

    Hope this helps, Phil

Ouch, i feel sorry for anyone who has to undergo that kind of learning regime.

Good 'ole ACT, no dodgy P1 or P2's, just your P's for 3 years, then straight to Full licence ... I love it. Plus the only restriction we have is the 0.02 BAC limit.

meh! this is getting rediculous. next we will have to drive old VW beetles with 40kp/h speed limiters, and only drive between 12pm and 12.30pm.

While I feel sorry for anyone having to go through all of this to get a licence now I think it should have been done years ago to weed out the morons who got their licence without having to prove they can handle a car in all conditions..

NSW have had this scheme for a while. or one very similar. it really is ridiculous. im a P1 driver. in nsw we dont get longer prob. time for penalties but we have the two stage p plate thing. cant drive v8's super or turbo cars. bs 100%. It really is stupid. the latest thing here in NSW is L platers will have their l plates for 2 years. Thats really is stupid, L platers learn how to drive, the mechanics of the car. personally i can say that i learnt most about driving on my p plates. We need to put a stop to this shit across the nation. What happend to freedom of choice? What if i choose to drive a V8? Ultimatly 1. It comes down to the driver if they can or not, and 2. Its not up to the parents of the kids what they can and cant do in a car. P platers make their own choices. Lol its stupid, Rice car loving pricks. Oh and GUESS WHAT: there is a fee and a test between every single stage of your licence, of which you pay for both licence renewal and a test. ... and if you fail you pay again. but i mean its "SO" not about the government getting a huge cut and laughing all the way to the bank at all... its about "saving lifes and listening to what people want" ........ Ever had a politician do ANYTHING for you?

i dont think it will affect anyone who already has their p's. but it doesnt give and exact date to when these laws come in so most of the vic p's would be fine.

i agree with all of these new rules, but i dont agree agree that people who have thier p's already should be affected. Because as it says there turbo & supercharged car are excluded now, which would mean i cant drive my car anymore, & ****ed if ill be selling it, It should come into effect so that people who gets licenses after a certain date will be affected

Right...it is being enforced for a reason...because younger drivers are the ones most liekly to have accidents, by starting you off on a tought setup, it may instil some sort of maturity into younger people, rather than the holier than thou attitude you just displayed then

yet again. just cause we state that we are p - platers use assume were young and stupid. up my road i 3 people with v8's and do about 130 - 140 up our road and its a 100 zone. its out woop woop so its not so bad but ive seen them do it so many times and most of them are in there 30's ect. but wen i do 110 or 120 my dad gets phone calls saying im hooning and there gonna call the cops. all because im a p - plater. and i say **** em. to many times ive had fights with nabours about this kind of shit.

they do burnouts up my road and i dont and i get blamed cause im a p later, and they think i must do it. some laws are fine but all it is more money for the goverment. just like fuel prices, i mean we have double gst on fuel just so they can make more money. bull shit i say and now im furious.

And this is somehow worse than the know it all attitude displayed by certain over 25 drivers on this forum?

I agree that the current system doesn't work too well, but these new changes aren't going to help. They aren't going to change the basic nature of the testing regime, which pretty much any automotive enthusiast realises is bullshit. The tests don't assess how good a driver you are, they assess whether you can change gears, pull a three point turn and do a reverse parallel park. What's more, the vast majority of people on the road don't even have a basic understanding of what makes their car go, how an internal combustion engine works or even how to do basic maintenance on their vehicle. I find that seriously disturbing.

120 hours of supervised driving on L's is a step in the right direction, but it's still driving that only needs to be supervised by any fully licensed driver. Many people who are teaching kids how to drive have absolutely no idea of how to drive themselves! Seeing a problem here? All in all, I don't mind the idea of a long probabtionary period (four years is getting a bit crazy though), but driver training should be ongoing throughout that period.

Stopping P-platers from towing? Huh? What's the problem with towing a trailer? That's one that I just don't get.

Curfews, riiiight so P-platers aren't allowed to get experience night driving, ok makes sense to me. The passenger restrictions also seem like a really bad idea, it will mean that P-platers can't be designated drivers or carpool to work/study. These sort of restrictions will make life particularly hard for kids out in the country areas of the state, or even in the outlying areas of the city, but of course the government doesn't give a rats about anyone outside the metro area.

I just really think that the government is attacking the problem from the wrong angle, they're going for the option that involves the least expenditure to implement, hell given the exorbitant fee's they'll be charging for license testing and the extra revenue from P-platers ignoring some of the more idiotic restrictions, they might even cop a nice windfall from it. If they really wanted to improve the standard of driving among young drivers they might be better off subsidising advanced courses teaching emergency stops, good cornering technique etc. Making vehicle maintenance part of the assesment would be a good idea as well I reckon.

It would appear that someone things im an idiot.... whoever neg'd me, gowen... gowen something. d/s... or at least leave your sig... spineless F.

As for my "holier than thou" attitude.... all i said that i was sick of copping so much flack from you obviosuly holier non-p-platers. Your a pack of minority bashing scum who think that we are young and immiture crack jobs. Quit with the p plate bashing cos its getting old. You should be setting a good example for us immature kiddies and helping us not teling us that we are the wost things to get on the roads.... can you tell im pissed off right now???

The new rules are targetting the wrong things. Banning super chargers isnt the answer.... banning the d/s who kill old people/puupies or children with the s/c are what should be banned. See this from a p-platers point of view... not from your horse which just left the FN galaxy.

azk i agree partly with you, but you have to realise, the majority of p platers that may do the right thing, is spoiled by the minority of p platers that be ********s. thats why so many people bad mouth p platers, we have to deal with it. But also people need to realise that fully licensed drivers are dicks on the road to.

wah ****ing wah. What are you worried about? It wont affect you. I hate people who think statistics are just pulled from ones ass.

Mate, they are setting this up so that there wont BE ANY ****wits in any age group.

Yes i agree some people should have to be monitored more closely. By changing rules and making hard at a young age maybe people will grow up with a better road sense and there will not be any ****wits in any age groups.

I think it's important to understand that statistics can be manipulated in so many ways, to get so many outcomes.

I remember reading in the Learner handbook that i got (one of the few things i still remember), The amount of non-fatal car crashes was highest for the 17 - 25 year old age bracket, but the amount of crashes for the 37 - 45 (maybe 35 - 45) was only about 2% less.

For an age group which should have the most experience driving, it's amazing that they are just as high in crashes.

As for the statistics, any that politician's use to support their arguement are usually falsified in some way, it may only be a small thing, but they will always leave out the information which doesn't support their arguement 100%
