I can't tell you what CBL stands for, but I think I know what they're talking about....

Sometimes when aftermarket alloy wheels are fitted to cars, the fitters will supply small plastic or nylon rings that fit around the raised area in the centre of the wheel hub. Due to aftermarket wheels needing to fit a wide variety of different cars (and therefore different wheel hubs), the wheel stud holes are usually quite large and the hub interface is machined in various places to accomodate different size centre bearings etc. These means the wheel can often move around quite a bit when sitting on the wheel studs. If the wheel is bolted tightly in place while off-centre, you're in for a wobbly ride - the vibration will be very noticeable at speed.

By placing these spacers on the hub, the diameter of the raised area is increased, and this makes it much easier for the fitters to centre the wheel on the hub while the nuts are done up.

So basically, when you remove your wheels, you will probably see some round plastic spacers on the hubs. They should just pull off but might require some persuasion. These will need to be removed before fitting the stock wheels or spare, because the wheels probably won't fit if you don't!
