this link will help a lot, but otherwise, it is illegal and the easiest way is to goto repco, autobarn, supercheap, etc and buy a spraypaint called "niteshades" by VHT, simply clean your lights and spray a couple coats on each light, let it dry after say 2 coats, see if you like it(it dries darker) then if you want, add more coats, one at a time

from what i've heard its legal as long as you can clearly see the tail lights and brake lights from a certain distance away.
the tail lights look good tinted but tinted headlights would look stupid i reckon!!

Effectively masking taillights is not-smart for road going vehicles. Other drivers often find it hard to see the lamp-functions with these 'modifications', especially givin rain, fog, bushfire smoke conditions AND when the sun is on them. Sometimes, they appear 'weak as'.
If your determined to do such a thing, just be aware of the infringements, or should a collision occure involving human damage, the extra legal responsibility a judge can bring to bear.
However, replace them with something 'better'? Sure, IF the replacement bears 'ADR' or 'E' markings for each lamp function.
Want to spend $20 on something decent? Go buy a warning triangle.

Purchase a hazard-warning triangle for your car to improve the warning given to approaching traffic at both crash scenes and vehicle breakdowns. Store it in the boot. I suggest Hella Part Number 2901 - $70, or from auto accessory shops - supplier "Prokit" - Item Number RG9212 - $20. World/Euro standard devices exceeding AS3790 performance requirements. http://www.dpi.wa.gov.au/mediaFiles/...book_part4.pdf

Front is tottally illegal, & so is the back depending how dark you wana go, Yeah go to autobarn an look for "niteshade" it's like $16 bucks or something.
You mentioned yourself there hard to see sometimes right? so why you wana do it "black'd out" for? I don't Understand.
