    Nothing in the instructions?

I would presume you would let off the release valve while jacking it up and slowly tighten, much like bleeding brakes perhaps?

Should stop driving round with two speeds, stop and go

    G'day
I dont think that there is any sort of bleed screw on a jack that i have seen, the screw that you are talking about next to the relief valve is port for the release valve,i would imagine that you have one of them leaking, most likely the pump valve hence its slow and also bypasses under load.
Carefully remove the plug * beware there is a good chance there is a spring under there*you should also find a ball, remove and check the surface of both the ball and seat,if the seat is knackered you can resurface it by welding a ball the same size onto a welding rod (a bit of challenge) and then rotate it in the hole with a bit of valve grinding paste on it, i have also done it by giving the ball a "technical tap" with a punch, give it a try if it doesnt fix it remove the pump body and look for ball valves in there, hope i hav'nt scared you off LOL
    Regards Phillip
