99 Barina SB Radiator Fans

Hi guys my girlfriends 1.4 barina with air con, has a problem with the thermo fan.

The condenser fan runs at hi speed and low speed but the radiator fan only works at low speed is this ok? i am pretty sure its not, but if someone else has one that does the same might be ok.

Does any one know if this is a problem with the fan or the relay the fan fell forward onto the radiator (lose nuts) so assuming its the fan but don't want to replace it for nothing as it still works at low speed.

i know its not a commodore but our girlfriends have to drive something holden
