How to refurbish wheels

i recently brought a set of 5 VR statesman wheels, however there are a bit marked(not gutter rash) the clear lacquer is coming off and where that is happing they need a polish bad!!.
Does anyone know how to fix this problem????

If the clear is coming off they need to be re-cleared. It will just keep getting worse and keep coming off. Polishing the area wont really help either because it will make the eage of the paint brittle and flake away. Shouldnt cost to much to reclear, could do it yourself where abouts are you located?
