1st - give it a good service. Check the leads and coil are still in good condition as well. Then,

CAI, Extractors, Hi-flow cat, exhaust, tune, Corvette servo in the slush box.

With most statesmans, you dont really need to do all that much to get them to look MINT.
As long as the paint and body is clean and straight, just put a nice set of wheels on, (dont have to be 20's or anything), lowered, hell dark tint.
Extractors and exhaust to get it flowing and sounding better.
And if you wanted it a bit quicker, throw a set of diff gears in her
Throw up some pics of her mate.

if u wana dress it up a bit, id suggest a VQ caprice grill and WH caprice stand up badge... i done it to my vq and it gives it a much classier look...
im tryna chase up a bootlid spoiler also, they look pretty nice on em..

anywayz ive chucked in a b4 and after foto of the grill and badge.. goodluck with the VQ!

depends on what your budget actually is and what you want to achieve?

cosmetic: as people have said, lower it, nice wheels, dark tint and she'll look sweet, also wouldn't cost too much to do these things.

engine: depending on your budget again but cheapest would be: good CAI, good filter, service, extractors and free flowing exhaust. for a few more $$ you could get a decent cam/valve spring package and some roller rockers which would wake it up and give it a better note.
eg: i recently put a cam, matching valve springs and roller rockers in my VK 308 for about $1500 all up, last time it was on the dyno ( before the cam swap ) it made 175rwhp, on saturday just gone it went on the dyno again and made 230rwhp ( after cam/springs/roller rockers etc ), a gain of 55rwhp just for a cam swap.

if it was me, i would dump it on its guts with a set of full face chrome rims, limo tint, some bonnet guages and a bootlid spoiler. that would be all i would do cosmetic wise. engine wise, to begin with i would get a set of YT roler rockers, a bigger throttle body, a goos CAI (SS inductions) with a K&N (avoid a pod at all costs), a good set of leads, shift kit the box with a 2800rpm stallie and a decent trans cooler, and get a set of good extractors (genie or pacies) with twin hi-flo cats and a twin 2 1/2" exhaust. that will make it sounds pretty mean. oh, and then i would get a kalmaker dyno tune done.

i have done all that (except the stallie) to my VP SS and after all teh mods, it made an extra 40rwhp. not bad for a couple of bolt ons and a tired old 304ci
