    Just warm soapy water.

I'm fairly sure you're not meant to use anything harsher on seatbelts.

If the belts are in your VN, they will be filthy after 20 years use.

Remove the retrator section of the belts completely from the car. Pull the belt out of the retractor and jam it open with something soft like a piece of plastic or softwood.

Half fill the laundry tub or a large open container with warm water and place some laundry detergent in, about one spoonful is enough.

Immerse the belt only, not the retractor, and rinse and squeeze the belt for about ten minutes. I can guarantee the water will soon turn absolutely black with the dirt being rinsed out of it.

After a while, change the water and go through the process again, until you don't get any more dirt from the belt. Hang out to dry with the belt still extended, then re-install when fully dry.

I did this a few years ago with the belt from my VR. It is astonishing how much dirt seat belts collect over the years and if they are coloured black, you can't see it, until you clean it as above.

No worries - I remember how amazed I was at the colour of the water when I did mine. You will also find that the belts work more smoothly, as the dirt and grease they inherit tends to make them grab rather than slide smoothly.
