v6 VN auto, that's the fastest for the cheapest. a stripped VN should be able to get low 15s 1/4 mile. with a bit more money you could improve it to mid to high 14s.

My VN was almost as fast as mortons full weight with stock gearswith a 2 ton rated tow bar on it
Unless you can find an EA Falcon MPI manual for 500 the VN is the quickest for that kind of money

Looking at numbers alone the N/A VS V6 has the greatest power to weight ratio of stock V6 Commodores up until the VZ's with the high output alloytechs; the reality is that that's based on power alone and not other variables such as gearbox and drivetrain components. In stock form the VN could go faster, so I'd also have to say VN Series 1 Exec stripped down - HOWEVER: For $500 you may have trouble finding one with lower km's and a drivetrain that hasn't had the life thrashed out of it.
This is another point to consider; The more worn out the drivetrain components are the less power is produced and more lost before it gets to the wheels.

OP says V6 but I've bought a 253ci V8 VH for $250 I think it was once, drivetrain was alright but body wasn't... could get an old school V8 (if lucky 308, if not 253), would the 4.2L VH be quicker than the 3.8L VN?
