well im on the rampage now, trying to get the car back on the road (4+ months on defect

)
one item that didnt pass the inspection was the cracks under the car where the seat bolts through to the floor. i was told that this needed to be fusion welded to pass.
however, speaking to a local panel beater/mechanic, he told me that this is an issue on models like mine, as the pressure on the bolts when the chair is all the way back makes the cracks. he also said that this is a 'manufacturing fault' and told me to go see Holden, as he has sent several cars to be repaired there for the same issue, or they can at least give me a part to get it fixed myself, for nothing (as it is a fault with the company)
when i got there, they told me i had to take it to a crash repairer to get it fixed.
attached is a pic of the part and the cracks surrounding the bolt hole.
what is this part name/number, are they still available and what price am i looking at? also interested to know if anyone has had to get this fixed, their approach etc.
also, im not sure how to approach this, but should it be a manufacturing issue, how to approach holden about replacement.
