why is he a wanker? coz he ruined a perfectly good set of tyres on a chunk of cement on what i assume to be his private property, i dont see any roads anywhere, how is this any different to smoke shows at summernats and the likes?

Well the main difference is that they are organised events with medics and fire services on hand in case anything goes wrong (like grass catching).

Oh, and being on private property doesn't make it ok - what if you lived next door and had a yard and house full of tyre smoke? What if the noise woke your child? What if someone saw the smoke and called the fire brigade?

Quite sure that if neighbours had any problems, they would confront him, or call the police, and being private property the police can only tell him to be more aware that his neighbours aren't too happy with that behavior happening.. Certainly not a wanker, if anything, he's a smart man, not ripping it up as hakhawk said all over the main streets..
