Try here Blocking websites for specified users

Another way you could block the websites is to edit the host file and put the blocked websites in as a loopback to 127.0.0.1 this would stop them accessing the websites. But it would also stop anyone on that PC also.

Also some routers have the option to block sites for certain computers or users.

What about creating different user groups, for example for the normal worker who wouldn't necessarily need full internet access put them in a group called *users*, and for management put them in a group called *full access*. And you then customize those groups and allow or block certain areas. My company that i work for uses a program called "WebMarshal", It has thousands of websites, even millions in its database and are all in different sections, some are blocked, some are allowed. The office workers usually have most access except for a few sites that are blocked like facebook and other non work related sites. Warehouse employee's can only use the internet between the hours of 12pm and 12:30pm, the rest of the day they cannot access internet at all.
Then there are administrators like me I have no restrictions at all and can do whatever i want, its all work related i promise . Just an idea anyway on how to block certain people or computers from internet.

If i am wayyyy off topic then forget what i said

groups are the best option that way you dont have to change each users settings, just need to add them to a different group.

are you running AD? whats the setup? firewalls? proxy?
