HoldenSupporter and Tom good to hear some people who are actually looking at solving the problem rather than just using the format rule. I am also a tech and there is no need to format a computer and re-install the operating system if you know what you are doing.
There are tools out there to fix pretty much every problem you will ever have.

A RAM upgrade would be ideal but the free option is to use tools available to clean the startup and running of the PC.

I use security centre on all my comps, its easier to use, even mum knows how to scan a file lol. It scans emails and has the site advisor, plus very good licencing which makes me very happy.
When unistalling Norton make sure you got all of it off, that thing is worse then a virus, it hides itself all over the joint.

If you have uninstalled the any nortons products, I would recommend downloading the Nortons Removal Tool. This will remove any traces of the product that are left.
ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe

just used the norton cleaner above, there was still more norton crap on my PC. fortunatly i get McAfee free through my ISP.

i'm now down to 29 processes (in task manager) down from 43. things seem to be going a little quicker. certainly boots a bit quicker now.

i also ran that hijack this program. seems like there is alot of crap there as well but i don't know enough about PC's to screw around there
