I'm having a problem with my computer not running USB2.0, i've just done a full format and reinstall and finished all windows updates. I just connected a External HDD to this computer and it tells me there is no USB2.0 High Speed ports, only USB1.1.

I couldnt find your exact motherboard in ASUS's range.
But the closest thing was Asus A7V-E, not sure if you mis-spelt it or ASUS just dont list yours that I can see.
Anyway for the motherboard I mentioned there is a common problem with USB 2.0 not working with XP SP3, but there is a patch available from the ASUS website, cant direct link you.

Your motherboard has to have USB 2.0 chips built onto it to support USB 2.0.
Your motherboard is a very old board suggesting that it may only support USB 1.1.
Your best option is to purchase a 4 Port USB 2.0 PCI Card which will give you 4 ports
at the back and sometimes a port on the back of the card for plugging in front panel usb.
Then just disable the onboard USB ports and use the ones from the card.
Unfortunately because it is an actual chip on the motherboard not software or drivers it cannot be upgraded to USB 2.0
