Tried speedfan, does nothing. Just spent the past hour searching google, no luck.
Touchpad too hot to use for long periods of time.. it's uncomfortably hot.
Lifting the laptop off a surface does nothing, it runs just as hot.
The fan never seems to spin up properly, as mentioned I tried speedfan but had no adjustments available.

i would say you need to check if the fan is working properly. laptops usually get hot so the fan is important

The fan does work correctly.. It comes on full bore when the computer starts up.. then goes off. It will come on at a slow speed when the computer is extremely hot.. I've read a bit online and it seems that this is just a Satellite M200 thing... I'm just wondering whether there's a way to jack the fan right up so it's running pretty much full speed all the time to hopefully cool things down a bit better.
I run speedfan on my old Compaq Presario 2800 and it's awesome. I can keep the processor as cool as I like.. unfortunately I haven't found a way to do this on the Satellite M200 just yet..
Hot touchpad is also a design flaw on these laptops as the GPU sits directly under the left side of it, apparently

I'm betting that it is a buildup of dust in the fan and heatsinks. Causing the fan to go full speed and not cooling the Notebook down. Undo the cover plate at the bottom and blow out any dust. Try using an air compressor and blowing the dust from around the airvents. Don't force too much air through the notebook as you could do some damage, but a light blow through will get rid of dust.

Was gonna suggest the same thing.
Always make sure the fans CANNOT spin whilst blowing the dust out or you risk doing damage to them. Not sure on the Toshi's but on most Acer the CPU fan is under the mobo, so its easier to stick a paper clip through the vent to hold the fan, and blow away. Start off with low pressure and increase as you feel neccasary, as Holdensupporter said, low pressure is better so you dont do damage. Though I did once blow air consistently for about 30 seconds at 110 PSI to clear out an Acer that had the biggest build up of dust ive ever seen, computer worked excellent afterwards.
As the others have said - use air. Get a can of compresed air from DSE or use an air compressor (not too strong) to get the dust out. Did the same thing to a family members Toshiba laptop whilst oversease recently - it was crashing / switching off, blew the dust out, it was fine.
get a notebook cooler connects via usb around $20 force air to laptop.

where can i buy a cooler?
It's not dust. I've cleaned it out already, I keep all 3 of our laptops clean. The fan isn't staying on full speed, that's the problem I have. I want to jack up the fan speed a fair bit in order to run the whole lot a bit cooler. It's a dual core which I guess is partly responsible for the heat, however reading around on the net I've found that these notebooks have the GPU directly under the touchpad with no fan of its own I think, so I just want to run the whole lot a bit cooler than Toshiba intended.
Most definitely not a dust buildup.
RVN, cheers, I've been looking at them, however reading what a few other people have experienced with the same problem, the coolers do nothing to relieve the touchpad heat. It's to the point where keeping your finger on the touchpad for more than about 3-4 seconds is quite uncomfortable. I find myself constantly switching fingers or even using knuckles like a spastic lol

I was also going to suggest the dust. *Beaten to the punch* :P
In the BIOS, is there any options for Speedfan (Intel processors) or Cool 'N' Quiet (AMD processors)? If so, try changing it all to max/always on.
Good question. I don't know how to check that.

When you first turn the laptop on. Just as items start to display on the screen tap the F1 key repeatedly. If it starts to load windows you have gone to far and you will need to try again. Different laptops use different keys so you may need to try several times to get in. Some of the commonly used keys are F1, F2, F6, F12, Del. You will need to try them seperately.
